Coteries: The Hidden Power Players Behind the Scenes

The Hidden Power of Influential Circles in Leadership

In a democracy, power is expected to lie within official institutions like parliaments, cabinets, and elected officials. However, history shows that often, behind leaders, there exists an influential group known as the “coterie.” These individuals operate out of sight, wielding power without accountability, often overshadowing the very leaders they serve.

The core reason behind this is simple: information is key. Those who control access to the leader and dictate what information reaches them hold significant sway. They don’t need official titles; their influence comes from their closeness to the leader, making them the hidden gatekeepers of power.

One notable example can be found in India with R. K. Dhawan, who served as the private secretary to Prime Minister Indira Gandhi. Dhawan became much more than just an aide; he understood his boss’s mind. An interesting story from Srikant Verma, a well-known poet and Congress leader, illustrates this. Verma needed urgent approval on an editorial from the PM, and Dhawan assured him he could secure it—under one condition: Verma had to stay silent during the meeting. Dhawan skillfully raised questions that Indira Gandhi would dismiss, allowing the editorial to pass in just minutes.

In more recent years, critics have pointed out the considerable influence of Pandian, a former principal secretary to the Chief Minister of Odisha, Naveen Patnaik, labeling him the de facto CM. History is replete with such figures whose power stems not from their position, but from their closeness to leaders.

The coterie’s skill lies in ensuring that leaders only hear what they want to. One former Prime Minister, known for hearing more keenly in one ear, was often fed only the advice his inner circle whispered to him. Gradually, this leads to a distorted view of reality where external voices turn into adversaries, and independent thinkers are seen as threats. As leaders begin to live in this filtered reality, they lose touch with genuine opinions.

A famous example from Russian history illustrates this well. Grigori Rasputin gained immense influence over Tsarina Alexandra, particularly due to his care for her son’s health. As the authority of Tsar Nicholas II waned, Rasputin’s power increased, contributing to the regime’s downfall.

Similarly, Adolf Hitler surrounded himself with advisers like Martin Bormann, who controlled access to him and filtered information. This allowed Bormann to create a bubble around Hitler, leading him to believe in the possibility of victory even as defeat loomed.

This phenomenon isn’t just limited to dictators or kings. Even in modern democracies, we’ve seen how influential advisers can shape a leader’s decisions. Former President Donald Trump’s presidency highlighted the significant sway of his close advisers and family members like Jared Kushner. Trump’s personal style of governance prioritized loyalty over institutions, further strengthening the grip of his inner circle.

It’s important to note that this pattern isn’t exclusive to politics. It appears in corporate settings, royal families, revolutionary groups, and even spiritual organizations. The allure of power draws in intermediaries who seek to secure their position by tightening their hold around those in power.

When these individuals prioritize their own interests over the common good, it leads to a detrimental impact on governance and society. A saying by Tulsidas poignantly captures this truth:

If those in positions of counsel or care speak sweetly only for personal gain or out of fear, then the existence of the state, moral duty, and even individual welfare may soon fade away.

In summary, the dynamics of power often reveal that the loudest voices aren’t necessarily the leaders but rather the hidden influences surrounding them. Recognizing this can help us understand the complexities of leadership and governance.
