Russia Secretly Sends Fuel to Cuba to Sidestep U.S. Sanctions, Reports Reveal

Russia’s Covert Oil Shipments to Cuba Amid Energy Crisis

Recent reports reveal that Russia is secretly supplying oil to Cuba, using tricky shipping methods to evade U.S. sanctions. This comes as Cuba faces severe fuel shortages and widespread power outages.

One shipment occurred during one of Cuba’s worst energy crises, just before a blackout on March 16 that left about 10 million residents in the dark. According to the U.S. Embassy in Cuba and Cuban authorities, a Hong Kong-flagged tanker was suspected of misleading tracking systems to deliver its cargo to the island.

Further reports indicated that another Russian-flagged vessel, the Anatoly Kolodkin, carrying crude oil, is expected to reach Cuba by April 4. Kremlin spokesperson Dmitry Peskov expressed readiness to assist Cuba during a briefing.

Cuban officials are struggling with energy issues, and the U.S. State Department clarified that Cuban citizens and companies have ways to buy oil legally, but the government is making it difficult. The U.S. oil embargo limits Cuba’s ability to import oil, a situation complicated by sanctions against Russia and a recent oil blockade.

The Sea Horse, identified by maritime analysts, reportedly delivered around 190,000 to 200,000 barrels to Cuba while showing behavior consistent with avoiding sanctions. Suspicious activities included turning off its tracking system during cargo transfers and changing its destination signals frequently.

Analysts suggested the vessel displayed signs of evading detection, manipulating signals to hide its true activities. These maneuvers might indicate unreported deliveries before resuming normal tracking.

Since late January, actions from the U.S. have severely affected fuel shipments to Cuba, coinciding with changes in Venezuela and the arrest of Nicolás Maduro. This has deterred other vessels from approaching Cuban ports.

U.S. officials indicate that resolving Cuba’s chronic energy issues would require significant economic reforms, urging the government to allow more private sector involvement. The ongoing blackouts are viewed as symptoms of a failing system under six decades of Communist rule, leading to increased poverty on the island.

In this context, U.S. officials stress that the Communist regime must change or risk continued hardships for the Cuban people. The U.S. has indicated support for a free and prosperous Cuba, hinting at potential future actions in support of this goal.
